If the door is already open, or even closed but unlocked, assume someone has been there recently. Clear the corners, listen for footsteps, then look for a small whiteboard inside. Interact with it to collect the building plans and move the quest along.

Where the photo prompt actually appears

After reading the plans, the quest points you toward the Abandoned Housing Project south of Pilgrim's Peak. This part catches loads of people out. The marked building is the southernmost third house in the area, but the prompt doesn't appear at the front door like you'd expect. Approach it from the north side instead. Walk down from Pilgrim's Peak, stop near the rocks at the top of the slope, and look toward the house before you fully descend. The yellow photo prompt should pop up there. If it doesn't, shuffle around the rocks a little rather than sprinting into the building. Take the picture, check your surroundings, then extract when it's safe.

Handing the job back to Apollo

Once the photo is done, you don't need to do anything fancy. Get back to Speranza and speak with Apollo to finish Groundbreaking.
