Arc Raiders does not currently offer a PvE-only mode where other Raiders cannot attack you. That matters because every trip Topside is built around machine pressure, loot decisions, and the chance that another squad changes the plan. You can enjoy hunting ARC, gathering ARC Raiders Items, and helping strangers, but the game still asks you to accept human uncertainty as part of each extraction....
